Overall Purpose of Job:
Under Administrative Direction, having oversight of a specific area and establishing a course of action within limits of company practices and guidelines, by Management of Fluor or its subsidiaries (indicated as the Company ), the purpose of this position is to provide the essential administrative and technical knowledge and direction for the job functions listed below with the objective of ensuring Fluor's competitiveness within the global marketplace by delivering quality services of unmatched value. Directs all activities of the Engineering Department including facilities maintenance and departmental spending, as well as supports the various plant operations groups.

Primary Job Duties/Functions:

1. Manages Engineering Department staff (New Works and Facilities)
2. Observe plant wide safety and environmental activities and provide guidance in this area.
3. Act as the plant representative to governmental agencies, consulting firms, etc.
4. Maintain records and reports required to document the facilities safety and environmental activities.
5. Manages specific regulatory operations within the engineering department including permitting and administration of RCRA, OSHA and EPA programs. (Note: Corporate support will handle this candidate must insure that issues in this area are reported promptly and handled locally if possible,)
6. Direct facilities engineering and maintenance activities.
7. Assist in the preparation of annual and 3 year budgets, and evaluate spending trends.
8. Manages the execution of department capital projects.
9. Manages plant construction projects
10. Direct facilities maintenance activities, specific to building and grounds maintenance, utility equipment and plant waste water system.
11. Direct facilities department operation of utility systems and waste water system.
12. Manage departmental spending, including purchase of required services, outside maintenance (Cleaning, Pest Control, HVAC etc.), parts and supplies, and plant wide utilities (Gas, Electric, Water, Fuel).
13. Maintain an effective employee/labor relations environment.
14. Manage in conformance with Good Manufacturing Practices (GMP)
15. Maintain a clean and safe work environment (5S)
16. Perform other duties and necessary and required.
17. Monitors work done by Fluor offices or other designated entities performing Distributed Execution Engineering
18. Directs and oversee audits and peer reviews
19. Ensures adherence to Industry codes and standards as well as department practices and procedures
20. Develops and builds client relations
21. Provides close interface with, and promotes the understanding of, other discipline functions
22. Meets Company expectations for attendance Basic Job Requirements 1. Bachelor s degree in Engineering, Chemical Engineering preferred, MBA desirable.
2. 10+ years experience in engineering management activities, including manufacturing or project engineering, construction management, governmental liaison, regulatory compliance, sub-contract management, etc. while acting in a supervisory capacity.

Preferred Qualifications 1. Professional Registration preferred
2. Intermediate computer and software skills to include the use of word processing and email as well as the intermediate use of spreadsheets.
